Emergency Preparedness Solutions, LLC (EPS) is a woman-owned private consulting firm specializing in emergency and disaster planning, training, and exercises for private sector, government, and not for profit clients. Emergency Preparedness Solutions is certified by the NYS Woman Owned Small Business Enterprise (WOSB) and the SBA Economically Disadvantaged Woman Owned Small Business (EDWOSB).

 

EPS provides quality services through individualized experiences, focusing on the unique needs of each individual client to prepare them for the direct and cascading impacts of naturally occurring and human-caused disasters.Our goal is to help our  clients be better prepared for disasters, resulting in preservation of life and property and minimizing financial impact.

Partner Biographies

Timothy Riecker
Timothy Riecker has served in public safety and emergency management for nearly twenty years, thirteen of which have been in the field of Emergency Management. Mr. Riecker is recognized nationally as a specialist in incident management; emergency operations center management; and exercise design, conduct, and evaluation. He has served on state and national-level committees for guiding implementation of the National Incident Management System (NIMS) and founded and co-chaired the New York State Exercise Coordination Committee, which focused on a coordinated implementation of Homeland Security Exercise and Evaluation Program (HSEEP)-driven exercise programs. 


As New York State’s Chief of Emergency Management Training and Exercises, Mr. Riecker revolutionized the program by leveraging technology, grant funding, interagency partnerships, and human capital with a full focus on meeting needs with quality curriculum and instruction. This ensured not only compliance with national standards, but implementation of best practices which were also adopted by other states and institutions. He was lead planner and exercise director for the three largest exercises ever conducted in the state: Empire Express (2008), Empire 09 (2009), and Vigilant Guard (2009) – all significant efforts involving numerous local, state, federal, private, and not for profit entities. Mr. Riecker is a FEMA-designated Master Trainer, designing several legacy training programs to meet the needs of emergency management and public safety personnel and strengthening a robust training cadre to deliver these programs.   


Through his career, Mr. Riecker has had the honor of presenting to a member of the Joint Chiefs of Staff and at numerous conferences and training facilities around the nation, including FEMA’s Emergency Management Institute (EMI), United States Northern Command (USNORTHCOM), colleges and universities, fire and police academies, and numerous public safety and event management conferences. He has worked in the New York State Emergency Operations Center, typically as a Planning Section Chief, for nineteen federally declared major disasters and numerous other emergencies and has been deployed to local EOCs in support of local disaster operations. 


Robin Voetterl, Ed.D.
Dr. Voetterl has been an educator for over twenty years and currently serves as an Associate Dean of Academic Affairs at Herkimer County Community College where she oversees humanities and social sciences programs. Prior to entering higher education administration, Dr. Voetterl was an Associate Professor of Education at Siena College. As Education Department Chair for Siena, Dr. Voetterl led the re-accreditation process for the National Council for Accreditation of Teacher Education (NCATE), a standards-based professional evaluation process stressing performance-based evaluation to ensure the development of highly qualified classroom educators.


In the aftermath of the 9/11/01 terrorist attacks, Dr. Voetterl facilitated a series of community preparedness workshops for an international organization focused on capability identification and preparedness efforts amongst a variety of organizations. Dr. Voetterl specializes in needs assessment and the design, implementation, and evaluation of curricula and training programs. She has presented nationally and internationally on instructional technologies and using Dialogue to build competence and as an assessment tool. Dr. Voetterl’s knowledge, skills and leadership contribute to the individualized service and quality provided to the clients of Emergency Preparedness Solutions. 

Through the work completed by EPS, Vermont has been able to gain a clear picture of the training needs across the State, allowing us to develop a new training program to meet identitied areas for improvement. EPS' staff was efficient and catered to the evolving project, changing direction mid-stream as parameters dictated.

We contracted Emergency Preparedness Solutions to conduct a series of disaster preparedness trainings for the directors of agencies we fund. EPS designed a curriculum from scratch and delivered a series of trainings that were perfectly tailored to their needs. The participants left the trainings with a vastly improved understanding of disaster preparedness and how to apply that knowledge to better prepare their staff and volunteers for a disaster. I would happily contract EPS for another project in the future.
